The current version of GarageBand does require a newer version of iOS, but I've been able to install the last version compatible with iOS 9.3.5 on a freshly wiped iPad 2 recently, along with older versions of other apps such as Pages and Keynote. It should be possible to do this all on the device, but if you've yet to upgrade to iTunes 12.7 then you can also try obtaining the current version from the App Store in iTunes. You should then find the app is available in the purchase history on the device.
